Set TOC to show by default in notebook 7

Hi, all. I like using notebook 7 version, and I like to always open the “table of contents” sidebar.
Right now, I found no way of setting it to show by default, this makes me to open it every one new notebook is opened which is quite cumbersome.
I always felt this is a small problem, there must be some easy way to solve this.

There is pertinent discussion in a still-open issue here. You may wish to chime in there.

The current view is that this is already a feature of JupyterLab, and so users wishing a richer experience should be using JupyterLab and not the document-centric Jupyter Notebook 7.
