Move implementation of class UserCreatingSpawner in a separate module

Hi,

Some time ago I added a new issue for TLJH, asking to move the implementation of class UserCreatingSpawner in a separate module (TLJH issue 619). A few days ago I also issued a pull request with a proposal for implementation (TLJH PR 633).

So far, I have received no feedback on either. And now I am wondering if I have missed something? :thinking:

Is there some procedure for issues/pull requests that I am not aware of? Are people just too busy? Or is my request simply too boring and trivial? :sweat_smile:

Anyway … I would be very grateful for any kind of feedback … :slightly_smiling_face:
