Cell toolbar and tags

I’ve just installed the TableOfContents extension for Jupyter Lab. I have Version 0.35.3 of Jupyter lab.

And here is some more information about the configuration:
jupyter --version
4.4.0

jupyter notebook --version
5.7.4

Where can I find the option to activate the Cell toolbar such that I can add tags?

I still haven’t figured out how to list extensions and quickly install them from within jupyterlab so I usually just manually install them
