Add a “security” special topic?

Across all of the Jupyter tech stack we’ve had conversations about security. Is this a common-enough problem to warrant its own category? I think a tag would be nice, but I feel like people don’t tend to use or search for tags, and perhaps a specific place for these conversations would be helpful. What do people think? Cc @yuvipanda who may have thoughts on this
