Restart Button redirect to /hub/spawn

Hello Guys,

i noticed that, if a user server is stopped and a restart button will show up. Click on it, you will be redirected to /hub/spawn. Can we fix it to my spawner default URL?

Because if i am working in a shared workspace (User Server of a shared account), It will redirect to my own Single User Server. Which may confuse the users.

This is a bug in JupyterLab and there is already a PR in pipeline to fix it for the next release.
