we are using jupeter server 3 version we are unable to disable upload option.

Sagemaker is not an open source Jupyter project.
This request would be better addressed to the vendor that provides this software to you.
However it is resolved, one caveat would be that any “security by annoyance,” that don’t disable all interactive computing features (e.g. kernels) will only prevent legitimate users from getting work done, but will not deter an even semi-competent adversary.
