Adding static HTML pages for privacy policy link and a terms of service link

I need to place a privacy policy link and a terms of service link as I am going to connect Google OAuth to my The Littles JupyterHub installation. I tried one method I found online here, but I always get 404 : Not Found when I try access the static page.

Any other method to add static HTML pages from the root directory?

TLJH uses Traefik as a proxy, so I think it might be easier to configure Traefik to serve the extra pages:
