Opening a notebook directly, without the use of a redirect file, doesn't work anymore with notebook 7

Hi all,

I opened an issue on jupyter/notebook about this change in behavior observed between notebook~=6.0 and notebook~=7.0, but received no response yet.
Does anyone know if this change is expected, or it’s a bug?
