There are lots of reported issues with port-forwarding localhost with WSL2, for instance:

- windows 10 - can't access 127.0.0.1:80 outside of WSL2 / Ubuntu 20.04 - Super User
- Localhost connections from Windows to WSL2 have stopped working (presumed docker desktop related) · Issue #5606 · microsoft/WSL · GitHub
Maybe one of those has a workaround that will work for you?
