This sounds like your podman socket is either missing, in a different location, or there’s some other configuraiton issue. Have you checked it exists?

Dockerspawner can definitely work with Podman, see for example

Hi guys, I am using Jupyterhub with podman and DockerSpawner. When I log in, I immediately get an error message that the Jupyterlab server is not available: 503 : Service Unavailable Your server appears to be down. Try restarting it from the hub But once I refresh the page I can get access to the server with no problems.
